[Mayor Cal Doty] Vacation and then Tim Ward will lead us for the last time in the Pledge of Allegiance. [Invocation] Let us pray. Father, we are always thankful, Lord, to come and be about your business. Lord, Father, I ask you to bless the council or Father God that they just hear from you. and we pray God and blessings and Lord and Ms. Kidwell that you bless them and thank you for their service and we just give you praise and glory as always in Jesus name. Amen. [Tim Ward (Ward 1)] For the face of the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands [Unclear] one nation under God indivisible with liberty and justice for all. [Council member] As far as [Mayor Cal Doty] There were 150 trucks, more or less, and it was going along great until we had a gully washer come blowing in Saturday afternoon and calls Depot Street to flood and the gentry to flood and the bandstand to flood. And we're going to have to cover the town, I guess. And so we can keep these things going on. Did you have a – is that – That would be me? Yes. [Unclear] We had Marilyn Lee Saturday night in our annual meeting. [Mayor Cal Doty] Okay. [Unclear] Thank you. [Mayor Cal Doty] So that did go on. [Unclear] Yes, because everybody that was in attendance ran like no one and brought everything inside. So get them all to an appointment. [Unknown] Good. [Mayor Cal Doty] Yes. So appreciate everything. And then we got the guys from EMS over here that were going to do something. Appreciate you coming out today. And maybe you can come back on September the 1st. But today is a sad day for me. I think it's a very, very happy day for the man sitting to my left. But this is his last meeting, and I want to say thank you. You've done a great job. You've been a great team member, and I'm very proud of all that you've done. And I'm going to let Kathy talk a little bit about your history here because it's pretty darn cool. [Cathy Osborne (Interim City Manager)] It'd be interesting if Christina had a picture of you from way back when. Oh, you've got a good one from him from way back when with his longer hair. So, Tim, Mr. Ward has been serving on the City Council since, for the last three years, and that was when the charter was changed. The charter was changed in April of 23, and previously, City Council members had served on Board of Mayor and Alderman, then it became City Council for two-year terms. And when the charter was changed in April of 23, that was in the time frame. The following election in August was for Ward 1. And those individuals were going to get to serve a three-year term to get us on track for a four-year term moving forward. So he was the first one to go through that cycle. And he's been with us for the last three years. And, of course, many of you know prior to that. Oh, there's a good one. Prior to that, he served our community and served with the police department for 33 years. So grand total for the town of Greeneville, Mr. Tim Ward has served us proudly for 36 years. So if we can all give him a round of applause. I did a little research today too. And so when he announced his retirement from the police department of 33 years, it said in his statement, I believe to the Greeneville Sun or to the WGRV, that he had something in the works where he was going to serve his community in a different manner. And then lo and behold, he ran for office a few short months later. So who knows? He's enjoying retirement, semi-retirement, but he's still involved in the community in a lot of ways. So we appreciate you. [Tim Ward (Ward 1)] Thank you. It has been my honor to do this job and continue serving this community. I would ask of our community to become more involved. We have a whole lot of people that like to fuss and complain on social media. And to them, I'm not saying their concerns are not valid. I just wish that they would use a different platform to address them. And by that, I mean show up to a meeting, run for office, and for God's sake, vote. Our voter turnout is abysmal. so if you have concerns about this board or this town by all means let's get them addressed show up Kathy's doors open the mayor's doors open all our phone numbers and emails are out there make your voice count instead of um just blasting on social media that that's my my one real complaint about this job But other than that, thank you, thank you, Town of Greeneville. I know I have probably made decisions that have made people upset, some that people have agreed with. But I made the best decision that I thought could be made at the time. So thank you. [Unknown] And [Mayor Cal Doty] about five minutes ago, I got a call from Jenny Kidwell, and she is not feeling good today so she couldn't get out so she'll come in and visit with us on the first anything from anyone okay we'll move on there's no public comments is there okay so we'll move on to unfinished business and we'll item 6.1 It's consideration to approve the minutes from the regularly scheduled meeting held on August the 4th of 2026. So we got these last week. If we would like to hear a motion to approve. We have a motion from Tim Ward. Is there a second? [Justin (town planner)] Second. [Mayor Cal Doty] We have a second from Matt Hensley. Any further discussion? All those in favor say aye. Aye. Those against like sign, motion carries. Consent agenda items, there are nine. The next is the mayor's appointment of four board positions to the Greeneville Municipal Planning Commission. It's a three-year term and made that decision. And I'd like to congratulate Paige Mingle and Anita Ricker. They're going to serve a two-year or a second term. They've both done a great job in their first term and very excited about having them. And we've also selected Courtney Hutcherson. And, Courtney, if you want to come up and introduce yourself a little bit. And the other one is Dallas Blair. Dallas is an attorney locally here in town, and I think it will be a great help to us to have an attorney on our board. [Courtney Hutcherson (Planning Commission appointee)] I've been a resident of Greene County since 1990. I've owned a business here from 1991 until 2021. Appalachian Forest Products, the lumberyard, Mossheim, innovative design industry. My wife and I have three children, three grandchildren with number four on the way. I've been a businessman in six states. We had 14 companies. We were the largest supplier of three-year-old loaves in the United States, and we sold the businesses in 2021. I'm fully retired now and looking forward to spending some time helping any way I can with Greene County and looking forward to serving on the committee and doing the best I can to help. [Mayor Cal Doty] I've got one complaint. You bring your dog down along Main Street when I'm walking my dogs almost every day, and my dogs go wacko. [Unknown] Mine do as well. [Courtney Hutcherson (Planning Commission appointee)] I have to drive them out of the country to walk them because they're not big fans of other dogs or small children, bicycles, motorcycles, you name it. So I take them way out in the country and walk them. [Mayor Cal Doty] Well, thank you, Courtney. [Tim Teague (Ward 2)] You're very welcome. Courtney, you and Dallas are going to make great additions to this. Well, I appreciate that. Thank you so much. Thank you for serving. [Mayor Cal Doty] All right. Item 8.2 is consideration of approval on first reading an ordinance rezoning four properties identified as Green County Tax Mac 98.7, Group A Parcel 007.00, 012.00, and 008.07, and Tax Act 86, Parcel 110 from R1, low-density residential, to M2, high-impact use industrial. Mr. Schooley? [Justin (town planner)] Yes, Mayor. Yes, this is an application for approving on first reading a draft ordinance to rezone those four outlined parcels from R1 single family or low density residential, as you can see denoted in green on the zoning map, to M2 high impact industrial. And I'm going to step over to the map just to show, point out the parcels that are outlined in red. As you can see, some of the parcels here are split-zoned already into high-impact industrial. And this whole outline of these four parcels is the evil energy authorities can't various operations for their for Internet and power operations. So what spurred this rezoning is that the GEA presented the planning commission or us, the staff, with a plan to build out a warehouse office addition on the existing building. You can see in the middle parcel, the large white footprint there, that's a warehouse. And they are going to build a two-story office building for some of their new staff members and for their fiber operations. So we're excited to see the GEA expand their services and business. to serve the customers here in Greeneville and Greene County. But there is one hurdle that came about with the proposed plan, and that is that the R1 single-family zoning district prohibits any commercial, industrial, or office use. So that's where I coordinated with the president of GEA, Dwayne Wells, and some of the other employees. And we discussed a solution, which would be to rezone all their own properties to M2 high-impact industrial. So the planning commission was presented. the application back on August 11th and they approved of the rezoning. Letters have been sent and mailed to all adjoining owners and there has been no concerns noted. Just one person was asking what was the rezoning about. We explained to them they didn't have any issues. So we are, as staff, we suggest or recommend the rezoning. [Mayor Cal Doty] So we have a, this is the first reading. Yes. So we've got a recommendation to do the rezoning. Do I hear a motion to approve? So moved. A motion by Matt Hensley. Is there a second? A second by Tim Ward. board. Is there any further discussion? I just want to let it be known that I serve on the board, but I am voting. You are? I won't be. You won't be voting? Right. I will be voting. You will be voting? Yes. Okay. All right. So we have a motion and a second. All those in favor say aye. Aye. Those against like sign. Motion carries. And in the next meeting, we'll have the second reading and there will be a public hearing at that time also. [Justin (town planner)] This will actually be the following city council meeting to meet the 21-day requirement. [Mayor Cal Doty] Thank you. Okay, it'll be the second meeting in September. Thank you, sir. All right, item 8.3 is a consideration of approval of a resolution calling for a public hearing on the proposed annexation by owner consent of one parcel of land located along West Andrew Johnson Highway identified as Green County Tax Map 098C Group A Parcel 008.01. [Justin (town planner)] Yes, so this is my first annexation application, and I've found that is a lengthy process to make sure everything is as is organized and and check all the boxes are checked for the legal process of annexation so I've worked with our town attorney Ron Woods on drafting the first resolution and so this will be a two resolution process which was confusing to me at first but the first resolution which is before you today is to really just schedule the required public hearing on Tuesday 4 p.m. September 15th that would be the final resolution for annexation of the property and today what we're going to go over is the plan of services of this property just to review it and make sure that the City City Council doesn't have any issues or concerns with it. Initially, this application was submitted to staff. We had a review period where we scheduled a development review committee meeting with the different utilities, such as the GEA, the Greeneville Water Commission. And they didn't see any issue with annexing the property. And Christina, if you can. Aerial view. There we go. So as you can see on the aerial map highlighted is the subject property to be annexed. The history of it was a quarry at one time, but those operations have ceased. And now it's just been used as parking. This is just a gravel lot parking and storage for the GEA facility. And there's one condition on this property that you may notice is that it's landlocked. So if I step up to the board, I'll show. [Unclear] So, property and highlighting this land law. [Justin (town planner)] So, I worked with the town attorney, draft up plaintiff services. Which puts a condition on playing services. That's the services that we provide to this property. property. One of the two for both of the parcels. [Council member] Justin, we can't see that over here. [Justin (town planner)] This parcel and this parcel, when you find with this parcel by frontage off of a public right away. State right or state highway for. Be provided. The fire department didn't have any concerns with providing emergency response to the parcel. I didn't get any other concerns from the development review committee. So, with this resolution, we would schedule the meeting for September 15th. We would approve the plan of services so that it can be mailed out to all the parties of of interest that have to be mailed 21 days ahead of the annexation hearing. And that would be the county tax assessor, the state, the state assessor property assessor and the county mayor would all have to be mailed along with adjacent property owners so that they'd have 21 days to voice any concerns or anything that they would want to address at that meeting. So the Planning Commission recommended the resolution or the annexation with the condition of that a plaque gets submitted and approved of the combining of one or two of those properties [Mayor Cal Doty] so all we're talking or voting on today is just to put the resolution out to take the next step basically again yeah okay put in the motion we have a record we have a recommendation Do I hear a motion? There's a motion from Tim Ward. Do I hear a second? [Tim Teague (Ward 2)] Second. [Mayor Cal Doty] There's a second from Tim Teague. Is there any further discussion? All those in favor, you're going to vote again? [Tim Teague (Ward 2)] I am going to vote. I'm just saying I'm on the GEA board. Okay. Let it be known. [Mayor Cal Doty] All right. So we have a motion and a second. All those in favor say aye. Aye. Those against, like sign. Motion carries. Thanks, Justin. Thank you. Item 8.4 is consideration to approve a resolution to update policies and fees for members of the Roby Adult Center. Ms. Rader. [Nicole (Roby Adult Center)] Good afternoon. Justin's way up there. He is, isn't he? So as you all have there in your packet, I'm asking for a consideration to increase the fees for the Roby Adult Center. We have updated our policy with several different things voted on by the Roby Advisory Council. So our next step is coming before you and asking you if you all would consider the fee increase. [Mayor Cal Doty] Can you explain what you're going to do? [Nicole (Roby Adult Center)] Yes, so this time last year, we started taking insurance. It's a process of activity, which is why the insurance considers that, with Medicare, Humana, UnitedHealth, and Blue Cross Blue Shield. So each entity gives, if the constituent is actually covered under their insurance, we get so much money per visit, and they pay it, so it does not come out of the member's pocket. With that being said, some insurance such as TriStar unfortunately does not cover, but most of the insurance do cover except for those that are actually moving from another state. And then we have to wait for a year process for them to update their insurance. But most of the time the insurance does cover. Again, we get paid a different allotment from different insurances per visit throughout the year. [Mayor Cal Doty] Okay. And then is there just a change in the rate also? [Nicole (Roby Adult Center)] Yes, so if a member comes in and they have insurance, they pay nothing. If a member comes in and they do not have insurance, but we try to run it and it does not cover, then there is a base pay of $20. We are asking you to increase that to $60. If a member comes in and they want to be a new member and they actually refuse to file it on their insurance because of uncertainties and they make that choice, then we're asking you to do $120 a year. [Mayor Cal Doty] Okay. All right. We have a recommendation. Do I hear a motion to approve? [Tim Teague (Ward 2)] So moved. [Mayor Cal Doty] A motion by Tim Teague. Is there a second? [Unknown] And I'm on that board, but I will make the second. [Mayor Cal Doty] And Tim Ward is going to make the second. Is there any further discussion? All those in favor say aye. [Justin (town planner)] Aye. [Mayor Cal Doty] Those against, like, sign. Motion carries. Also, my office is at the rugby, and I get up and walk around and talk to people. And Nicole has done such a good job of bringing those people together and getting folks in. and when they're walking out, they're smiling, except when it's 125 degrees out there, then there's a little bit of a bite. Thank you so much for all you're doing. And it's such an important part of some of these folks' lives. So it's good. [Tim Ward (Ward 1)] And if I may, since I'm on that board. Absolutely. The amount of membership that we've increased because of Nicole and staff's work is incredible. They are servicing our fastest growing segment of our population and they're doing a fantastic job doing it. I've been lucky to serve on the boards that I have. I'm on the Roby board, I'm on the library board. And the work that those two groups of people put in to serve our community is ridiculous. I mean, it is nonstop. And they take care of our community. community, they take care of a segment of our community that sometimes just gets bypassed. So I can't say enough good things about the Roe v. Gaines Library. [Nicole (Roby Adult Center)] Thank you. And I'd like to take this opportunity to say I have a wonderful staff. It's not the Nicole show. It's a whole team show. And let me tell you, they give 110% Monday through Friday. So I do have a great staff and I say thank you to them. [Mayor Cal Doty] All right. Thank you, young lady. All right, item 8.5 is consideration to approve a repair to the D6 dozer at the landfill in the amount of $32,077.82. [Tony (landfill)] This is like a routine. You have to replace the undercarriage and tracks. People with dozer experience know that, and that's what Stowers is going to charge us to do that. There's some state contract, and I did budget for that. He warned me of it last year, so I tried to prepare for that one. [Mayor Cal Doty] So we have a recommendation. Do I hear a motion? [Justin (town planner)] Second. [Mayor Cal Doty] Tim Ward makes the motion, and Matt Hensley makes the second. Is there any further discussion? All those in favor say aye. Aye. Those against, like sign. Motion carries. Item 86 is consideration to approve the repair of the excavator at the landfill in the amount of $19,530.89. Insurance proceeds have been received to offset the cost of this repair. What happened? [Tony (landfill)] We had an unfortunate fire with our brush here a few weeks back, and they were fighting it and some of the stuff got up on the tracks and rolled up under it. He got it out before it got any further damage. He happened to notice it, so we're thankful for that. Matt Gosnell, he got it put out for us. It's one of those unfortunate things. Working in demo, so a little hand brush. [Mayor Cal Doty] We have a recommendation to paper this. Do I hear a motion? Motion by Tim Ward. Do I hear a second? Second. A second by Matt Hensley. Any further discussion? All those in favor say aye. Aye. Those against like sign. Motion carries. Item 8.7 is consideration to approve a bid for roll-off containers for the landfill. Tony? [Tony (landfill)] These were the only two companies that put in for, and I did check with the references, and they both are highly spoken of. But the Palm Creek was several thousand dollars cheaper, and if we decide to go pick those up, it'll even save us $3,100 there, so $3,185. But probably go with those on that. Like I said, I checked references and quality, and I just went with the cheaper of the two. [Mayor Cal Doty] Is this budgeted? [Tony (landfill)] No, this is a part of the $700,000 for the equipment we have to purchase the hallway. [Mayor Cal Doty] So it is budgeted, but it's just part of the $700,000? [Unclear] It's not budgeted at all. This came about as part of the extra equipment. This came about as part of the extra equipment that was asked when we were in negotiations with the county on the landfill agreement. In the event that we have no more space, we run out of space earlier, even earlier than we know now. And town employees have to haul demolition directly down to GFL. [Mayor Cal Doty] Okay. There is monies in the landfill demolition account. Okay. All right. We have a recommendation. Do I hear a motion? Motion by Tim Ward. Is there a second? [Tim Teague (Ward 2)] I'll second. I want to ask. You're comparing apples and apples with these companies. You did. So you got a spec. Yes. [Tony (landfill)] Yeah, we sent out description, thickness and all that, sidewalls, stiffeners, and whole nine yards. [Mayor Cal Doty] Okay, we have a motion and a second by Tim Teague. Is there any further discussion? All those in favor say aye. Aye. Those against, like sign. Motion carries. And item 8.8 is consideration of a bid award for municipal solid waste dumpster purchase. [Jonathan (Public Works)] hello jonathan good how are you doing well thanks um we had sent these bids out or these quotes or these items to be bid out there a couple weeks ago and uh we have decided that we would like to go with the waste quip just because of the fact that uh they they figured in their freight and their prices that are on the worksheet there. It actually worked out to where they were the cheapest one. It doesn't show that directly on the front worksheet there, but when you figure the freight in per item, the freight figured up to be $3,760. Everybody else was going to charge the freight, the one at the top with the waste quip. They were the ones that actually figured it in per item. them. So our recommendation is if y'all would approve the waste quip dumpsters, that's the company we would like to go with. Is this budgeted? Yes, it is budgeted. All right, thank you. We have [Mayor Cal Doty] a recommendation. Do I hear a motion to approve? Motion. Second. There's a motion by Tim Ward and a second by Matt Hensley. Is there any further discussion? All those in favor say aye. Aye. Those against, like, sign. Motion carries. [Unclear] Thank you all. [Mayor Cal Doty] Thank you. Do I hear a motion to adjourn? So moved. [Unknown] Second. [Mayor Cal Doty] We have a motion and a second. Any further discussion? All those in favor, say aye. Aye. Those against, like, sign. Motion carries. Okay, now we'll call to order the beer board. Shoot.
